Round Table Workshop INCONET-GCC Best Practice in S&T Policies

When: 6-7 of December, 2010

The conference aims to result in a number of concrete conclusions on strengths and weaknesses in the GCC-countries in this area, and help provide concrete guidance of measures to be taken through international collaboration, including through initiatives of joint research and innovation activities between the GCC and European Union countries, to improve the performance of research in support of favorable societal outcomes for the long term.

The conference will include substantive presentations on the relevance and benefits of addressing best policy practice in science, technology and innovation policy, in ways that take institutional and policy constraints into considerations. There will be coverage of what data is available and what it tells us on performances, of methodologies to improve measurement and assessment, on the strengths and weaknesses of policies currently in place, on the room for new initiative and ways towards improvement, and so forth.

The outcomes will include conference proceedings and a substantive report with comprehensive review of common research practices, in relation to institutional and policy constraints in the participating countries.

INCONET-GCC Networking Session at ICT Event 2010, 27-29/9/2010

INCONET-GCC develops and supports the bi-regional dialogue by bringing together policymakers and stakeholders of the GCC and EU Member States. It creates dialogue and action platform to identify common interests in research areas, set up S&T priorities, support capacity building activities, and enhance the interaction between different cooperation instruments of the EC. In this sense, INCONET-GCC supports an observatory of EU-GCC cooperation in S&T.

The scope of the session will be the presentation of the initial results of INCONET-GCC with specific focus to the ICT research that is one of the major priorities in the region. It will provide an excellent opportunity for the participants to investigate the common ground for collaboration in ICT and it will reveal the synergies that could be developed among them and the ways for their exploitation. The networking session will give the opportunity to the GCC ICT stakeholders to be introduced to EC running projects, initiatives that are under way and are of common interest for the EU and GCC region. European and GCC ICT stakeholders (policy makers, industrial partners) will have the opportunity for networking.

First meeting of the External Advisory Committee, 9th of June, Athens

The 1^st External Advisory Committee meeting was organized together with the 1st Executive Board Meeting and in parallel with the 1^st INCO Conference “Supporting Research Integration” in Athens. The meeting opened by welcome the members of the Advisory Committee members.
The Members of the ACM that were present at the meeting presented themselves and their background and their potential involvement in the development of the project. The Members of the ACM are:

The current meeting was the 1st meeting of the ACM. It is planned to meet yearly.

Launching of the INCONET-GCC External Advisory Committee

The External Advisory Committee (ACM) will be chartered with helping to steer INCONET-GCC key goals and indicating how the project can leverage networks and outcomes of pertinent initiatives. ACM will comprise a number of high-profile experts in Research Policy, selected on the basis of their expertise and objectivity with the aim of ensuring effective knowledge exchange through engagement with the Working Groups. Meetings will take place once a year immediately following the appropriate INCONET-GCC WG meetings and the INCONET-GCC event so that AC members could attend the Working Group meetings and then meet to comment on the activities as well as suggest future directions. It was decided that the members of the External Advisory Committee will be the following:

The roles and the tasks of the members will be the following

Analyse the activities and results of the INCONET-GCC coordination action and help steer discussions with future challenges.
Help Shape direction and future activities together with the consortium which would be reflected in the INCONET-GCC reporting.
Contribute to the INCONET-GCC Working groups & Events and to contribute with specific content, if appropriate
ACM will issue a report / minutes of their meetings with specific comments and recommendations to the consortium. Additionally the coordinator and Executive Board will participate to the ACM meetings.

The first meeting of the External Advisory Committee will take place together with the meeting of the Executive Board.

Launching of INCONET-GCC project – Abu Dhabi

The launching event of INCONET-GCC project that was open to the different local stakeholders took place in Abu Dhabi on 23/2/2010 with the participation of many representatives from MASDAR, United Arab Emirates University, the Abu-Dhabi Water and Electricity Authority, the Swedish delegation and many others. It should be noted that the opening event was covered by the local media such as Newspapers and TV Channels.

The official opening of the kick-off meeting started with the Opening Address of Dr Tayeb Kamali, Vice Chancellor of Higher Colleges of Technology, representing H.E. Sheikh Nahayan Mabarak Al Nahayan. Dr Kamali mentioned the importance of the project to the region.

Mr Robert Burmanjer, Head of Unit of International Cooperation of the European Commission, continued with the European Commission Perspective and presented the “International dimension of FP7: process, instruments and trends”.

All INCONET-GCC partners presented their organizations, their vision and their views towards the implementation of the project. All GCC partners present the current state of the art in research, technology and innovation in their country. Additionally, selected European case studies and the European Commission FP7 and other programmes were presented.
